For reasons that are not that uncommon I chose to use CSS styling to specify the font-weight to normal for my headers.
In IE7 and IE8 (did not test other IE versions and did not have same issue in Firefox or Safari on a Mac) - the Bold button function in the visual editor does not function to Bold header text. It will work to bold other text, (ie paragraph text), just not the header text.
I solved my individual problem by re-styling the CSS so that the headers are bold and solving the issue in another way, but wanted to share the details of this as both a bug report and help for others who might have had a similar experience.
