body border-bottom is at the top…need it at the bottom

Hi I’m a little new to WP coding and sometimes CSS drives me crazy but I”ve been working on this for hours and just cannot figure it out.

I have a border-top & border-bottom on my body tag and the bottom is displaying way up at the top. This only happens when I set the #sidebar float: right;

How can I have sidebar to float right and have my body border at the bottom??
