   Can a blog also function as a news publication script? I would think it could because a blog has more functions and options, a blog can duplicate as a news publishing system but a news article script can not function like a blog. Am I correct?

   If this is correct then WP can work to publish news this also means that a subscriber may receive notifications when more news arrives.

   Conclusion
   If the above is true, WP can work as a static news article content manager.

   You are too focused on the terminology "blog", "news", "publish" etc.
   Wordpress lets you do whatever you want with it, it is up to you if you wish to present news or your personal impressions or funnies or photos or whatever.

   BTW, yes, there are numerous plugins that will notify subscribers of new articles.
   You can also generate RSS feeds.
