Blog top list, registration only after backlink

Hi there!
I would like to create a social community site with photo gallery and a blog directory. Is this possible with Buddypress? I would like it to be free of course for members to register, but that they have to put a link to my site at their blog first. Is this possible with the plugin Top blog list? Also I would like to see this plugin, how it looks?
Anyone knows?
