Blog title and tag line are missing?

    While i’m trying to upload my new theme to wordpress extent, they say “while reviewing your theme, we found ‘Blog title and tag line are missing'” How can I add blog title and tag line? What do they mean?

    Here is the my header.php file:

    Most probably what they mean is that you’re missing the following after <body> starts in your theme:

    <div class="blogtitle"><a href="<?php echo get_option('home'); ?>/"><?php bloginfo('name'); ?></a></div>
<div class="description"><?php bloginfo('description'); ?></div>
