    Hey in what theme file do i changes the layout for the blog news and commments?

    Could be index.php but depends on your theme. Check out Stepping into Templates, Template Hierarchy, and CSS.

    It depends what you mean by layout. Most of the layout -- size, alignment, etc -- is controlled by style.css, but then the order of elements on the page (posts, comments, sidebar, etc) depends on various php files. You'd have to be more specific about what you want to change, and a link to your bolg might be handy too.

    the link is http://lost.ipcheck.se and i wanna change there it stands like this i want it like http://thetailsection.com for an example not exactly like them.

    It sounds like you want a complete design change in your blog, which would mean finding and installing a theme that's similar to the site you sent the link for.

    i don´t want another layout i like the one i have installed now but i wanna change the stuff there the blog text and title is showd and comments pages.

    Well, their stylesheet is at http://www.thetailsection.com/tail-8.css, so that should give you a lot of information about how they achieve that design.

    I now how they have made their design but i don´t now what file i should edit on my blog and that is what i wanna now. thetailsection.com don´t even use wordpress.

    I think you need to actually try doing something -- and then come back with specific questions. Right now it's all a bit vague, if you know what I mean.
