   I'm using WordPress 3.1.3 but i can't found "Blog Picture/Icon. Where I could find it? Please help.

   I think that is a WordPress.com icon. http://en.support.wordpress.com/

   I'm not exactly sure what you're talking about, but if you're referring to the picture that shows up when you make a comment, that's your gravatar. It can be set at http://en.gravatar.com/.
