Blocking voters

    Hi, I’m trying to block voters by IP address, and when I did it blocked everybody (even those who never voted) from voting.

    I would like voters to be able to vote only 1 time for 1 answer & allowed to come back and vote for a different answer. Attempts to vote for 1 answer multiple times should be blocked.

    How can this be achieved?
