We have our emails posted on our website incase people have comments and/or questions or want to advertise. We need the emails up there. We have been struck by some spammers. Every few months, we get emails from Eastern Europe.
Is there a way I can block the website to everyone outside of the US?

Admin => Setting => Discussion
In Discussion panel, look for Comment Blacklist

I doubt it. Problem is, spammers use proxies anyway.... can't tell where the IP is from. And the emails probably are just scraped by a bot...same problem as above.
Do you use gmail? I get tonnes of spam, but it all gets caught by gmail
I use this one..... and have a HUGE IP list of IP ranges that works perfectly
