Hello,
I'm having a bit of trouble uploading a personal blavatar (the logo in the address bar, currently the WordPress W). I know there should be an option to upload a picture in the General settings but there isn't for some reason on my site. I've pretty much looked everywhere any no luck. Any advice would be appreciated.

This, as far as I know, is a WordPress.COM feature... meaning the administrators of the .com site have added special code to allow it. You would need to code it special for your site, or find a plugin that accomplishes what you want. (I do not know of the plugin.)
On self-hosted installs, we call that the FAVICON :)
Just make a .ico file and upload it to the public_html folder of your site.
