blank screen issue with old and fresh installations

I had a blog running wp 3.3.x on ehostpros. I don’t check it very often, last time I did any maintenance was about 3 months ago and everything was fine. However today I looked and no matter which page I go to it has a blank screen. I tried a fresh installation but it’s the same issue trying to run install.php
I have experience working with php so I tried debugging but nothing seems to work. Could it be a server issue? like wp can’t write to some files?
couple things i tried
turning on debugging mode doesn’t show any errors
error log has no new logs
allowing php errors just show a 500 internal server error
wp memory limit to 96M
deleted/modified .htaccess to allow logging/showing php errors
