Did you upgrade to 3.8.3 or to 3.9.1 from 3.8.3?
Try manually resetting your plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, access your server via FTP or SFTP, navigate to /wp-content/themes/
and rename the directory of your currently active theme. This will force the default theme to activate and hopefully rule-out a theme-specific issue (theme functions can interfere like plugins).
Once you recover access, if you did only upgrade to 3.8.3, finish the chain and upgrade to 3.9.1 so you have the latest security and compatibility fixes.
I didn´t uprgade, it was made automatically TO 3.8.3. 🙁
Yes, I guess that I have to do so. I have running a backup now, and after that will try. The problem is I´m not very familiar with FTP. Hope I can find some help.

That’s very odd that you were suddenly automatically updated to an old version of WordPress. I suspect your hosting provider may have done that.
Please do let us know how it goes after you try the steps above.

they made a full back up and begged me to clear the browser´s cache.

Have you tried disabling plugins by renaming your “plugins” folder to “plugins-old” or something?

What about renaming your active theme folder so that it reverts to one of the default themes?

A step by step instruction from the hoster for renaming concrete files. (Guess I´m not the only one with tis problem.) But it´s only the half of solution. Access to the dasboard is good now, but the plugins don´t work. I had to rename the whole folder, cause they are the problem.
At my dashboard I made a full update of all: wp, theme and plugins. But however, can´t use any plugin yet… Lost the usability of some important for the site plugins. Hoster is contacted. Hope to figure it out.

Hm, could be core file corruption. Try downloading WordPress again and delete then replace your copies of everything except the wp-config.php
file and the /wp-content/
directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings. Some uploaders tend to be unreliable when overwriting files, so don’t forget to delete the original files before replacing them.
As this is a newer a version of WordPress, you’ll be asked to complete the update by clicking a single button when you finish your site. Either way, there’s no harm in updating now anyway, since you should be on 3.9.1. 🙂
