Best way or best plugin to let pages be categorized and/or tagged

The theme I am working on uses post tags and categories to populate certain areas of the home page with post excepts. I will have pages as well that I want to populate these areas but pages don’t have categories or tags. I would make all articles posts but I am making up my main Navigation windows specifically from pages.

I found a Plugin called “Page Tagger” but haven’t had a chance to play with yet. Does anyone have a solution or recommended plugin that might help?
