Can anyone suggest the best way to set up and maintain a WordPress test environment? Is there a website or document that covers the best practices for testing changes to a theme or other major site changes, and then replicating those changes to your live site when you're satisfied? Thanks.

Install something like xampp, then WordPress on your local machine.
Then use that to test your theme changes and when happy use FTP to upload the theme to your live site.
