Best plugin for user uploaded files

I am developing a site to host developer code from across the globe. These code snippets will be rule sets for use within our software. Honestly, if we could duplicate the wordpress plugin database design it might be perfect. We need user uploaded content, descriptions, Google indexed content, password protected file download, ratings download counters, comments and more.

It seems like there might be a media gallery that comes close except that it is designed for visual content.

Is there a plugin that comes close?
