Best e-commerce option for a weird transaction process

So I’ve been playing with eShop and WooCommerce and my lack of experience is showing. I’m looking to integrate ordering into my site but not a full transaction and could really use some advice as it’s been sitting there waiting for a solution for over a week. Once the client’s decided to order, the transaction process looks as follows:

> Fill out order form

> Receive confirmation that it’s been received along w the specs of what they asked for

> Insight report is developed

> Email goes to them alerting them their order is ready along with a link to it

> They pay via CC or PayPal

> Once their payment is complete the download link is posted.

Anyone know how I might best go about automating this process via plugin?
