Hi,
It may be a obvious thing for some of them but for my part, it is a bit of question - I would like to re-design my blog that is change the CSS and stuff but my blog is live so I cannot make the changes on it directly. What is the best approach here?
Copy your files onto your computer and do it from here. How do I get the dynamic pages to work correctly though?

You could install a local copy of WordPress on your own computer. If you're running Windows, you can use WAMP - http://www.wampserver.com/en/
If you're running a Mac, you can use MAMP - http://www.mamp.info/
Once you get either WAMP or MAMP setup, you can install WordPress, import some test posts (http://thinkdesignblog.com/wordpress-lorem-ipsum-test-post-pack.htm), and develop your theme. When it's ready, just upload the theme to your live site. Voila!
Personally I use a local server for all design work and a copy of the theme test data.
