   Is this still being developed?

   it isn't that clear from the dev log as to what is happening.

   The Plugin page says "This plugin is in the very beginning stages of development." so it sounds like it's definitely being built.
   It's pretty exciting!

   Matt seems to have said something about it at a WordCamp, so it looks like it is currently on a hiatus, but they will come back to it at some point.

   bbPress as a plugin, sounds very interesting.
   Hope it is multi-site compatible.
