Bad latency

My site takes a long time to respond, on the home page mostly, but still slow on other pages. It can take up to more than 20 seconds to connect to my site. I have tried disabling all of my plug-ins, and the slow speed remains the same. I have tried zlib and fastcgi, also some cache plugins. Nothing works. I have used YSlow and my site has an F right now. It has a C without any plugins enable. I went to other sites to compare mine with theirs. They have more requests, images, script, and all of that. I have talked to my host a couple times and they tried to help but we got no where. I’ve searched the forums but it didn’t help. I tracerouted and the highest time was 204ms, which isn’t bad, so it doesn’t appear to be on the host side. Does anyone have any ideas?
