I have 2.8.3 but do not have the option to upgrade to 2.8.4. Why not?

Are you saying that your dashboard doesn't display the "Automatic Upgrade" link at the top of the page?
You can still upgrade. http://codex.wordpress.org/Upgrading_WordPress
