   I've this problem, 2 domains .com, the first show up automatic upgrade (3.2.1) for english and italian, the second one just for english language...
   each got same installation procedure, wp_config.php file with it_IT suffix and language folder with it_IT.po and .mo, just the second one has qTranslate plugin ... maybe its matter of it? ..

   It seems that depends by Qtranslate:
   look here
   I get the it_IT upgrade message just disabling the plugin

   Disabling qTranslate and upgrading WordPress, then enabling again qT..

   Non esiste una soluzione; quando si usa un plugin per il multilingua è ovvio che WordPress proporrà solo la localizzazione dell'aggiornamento in inglese.
