I must be missing something here, I have tagged a new release (v 0.3) of my plugin on subversion.
My blog is running version 0.1 of this plugin, and under the wp-admin/plugins.php is not detecting this update.
Am I missing something?
I have written no "update" code into the plugin itself.

Give it up to 12 hours for your blog to check back with the server again. It doesn't check every time, only occasionally, to prevent load.
You can force it to check by just lowering the version number in the live plugin on your blog. Comes in handy for testing.
