Auto-formatting quotes

Hi,

After converting a theme to RTL ‘right-to-left’ direction, to work with Arabic layout, the quotation marks get wrong. While they work in English as ‘left double quotation mark’ (“) at the beginning, and the ‘right’ one (”) at last, it gets the same thing for Arabic, which is wrong.

I want to know the file responsible about this issue, so I can resolve it and get it right.
