Author Video Embedding Fix without a Plugin

Could you please create the capability in the next incarnation of WordPress for the admin to be able to turn on or off the ability for authors to be able to embed videos?

Currently the admin has to use a plugin to accomplish this simple task. The ability should be embedded in the back-end, standard for admins along with the ability to turn on or off other author capabilities as well.
