I would like to prioritize the testimonials, specifically moving up those that have images with them. Is there a way to sort by those with images, or a way to assign a specific ID #, then sort by those ID’s?

How about using a ‘photo’ tag and then using a widget or shortcode with that requirement? Then below that widget or shortcode limit to those testimonials with a ‘nophoto’ tag.

If that’s not on target, you could manipulate the testimonial results yourself through the testimonials_widget_data filter. See FAQ 3.
