Apply Dollar Discount to Subtotal only

    WordPress version: 3.6.1
    WP e-Commerce version: 3.8.12.1
    Gold Cart version: 2.9.7

    I did this:
    Added a coupon code for $20 off.

    I expected WP e-Commerce to do this:
    Take $20 off the subtotal.

    Instead it did this:
    Took $20 off the total, so shipping wound up being free.
