Apostrophes turned into question marks in blog feed

I am using Simple Pie to put blog leadins on a non WP page. Works great except for one problem. Apostrophes are being turned into question marks.

I am using a utf8_decode filter which cleaned up a lot of other garbage characters but the apostrophe problem remains. It isn’t the red diamond question marks, just a simple text question mark.

Anybody know of a fix for this?
