If you use Widgets, just add an RSS widget to your sidebar, and put in the relevant information like the feed URL.
If you don’t use Widgets, then you need to add some simple code to your sidebar to do much the same thing. See here for a basic example:

If you have installed the Widgets plugin, then it’s built right in. It’s already there, there is no “best one”.
If you have not installed the Widgets plugin, then you can’t use Widgets.

The short of it is that you really don’t need any feed plugin. You can use widgets or you can use the built in feed reading functions. Whichever you prefer. The reblog and feedwordpress plugins xinfo mentions above are not what you want. They are for reposting articles from a feed to your own blog, not for putting feeds into a sidebar.
