I was just thinking that what would happen if one of my users resets their two step mobile app, and didn’t remember the secrete key. How would they be able to access their account?

Is there any way to reset two step auth on a per user basis?

Never mind, when you edit a user’s account, at the bottom, it says “Turn off 2-step Verification”.

Problem solved.

If you are admin, when edit an user there is option to Turn of 2-step verification
