I was thinking there might be a url query that would direct to the latest post in a certian category.
E.g.
http://www.blog.com/post.php?category=cars&post=latest
Do I need a plugin or can wordpress do this natively?

You mean something like:
http://wordpress.org/extend/plugins/related-posts-by-category/
But if I missed your question, remember WordPress has a natural category archiving ability. See Category Templates and Template Hierarchy.
