Depends on how it's licensed and implemented.
Generally, yes, if it's GPL compliant it's fine. A commercial plugin can still be released under GPL, after all. The 'catch' is that the plugins hosted here are free to download, so depending on HOW you plan to charge, may make the answer different.
Some commerical plugin dev put a gfree "lite" version of their plugin in the repo, then charge for a more extensive version (and support).

WPMU is a piece of discontinued software. I think you mean wpmudev, which has lite version of some plugins, plus others they decided to just release for free.
