I want to have an un-powered user write a news article but before it gets put on my page I need to confirm it, is it possible? And if so how is it done? Thanks heaps!

Before you do anything, read the Roles and Capabilities section in the Codex. Then, when you understand how the permissions system is intended to work, you can proceed to the actual set-up.

Log into the administrative interface, go to Users, find your new writer's account (it will be among Subscriber accounts) and upgrade that account to a Contributor role. This way, everything your new writer writes will remain a draft until you (or another user with Editor or Administrator privileges) approve it for publication.

For advanced role configurations, you may be interested in the combination of the Role Manager and Role Scoper plugins. Not necessary if you only have the simple requirements, but very useful if you want to take it a step further. It's a bit complicated, but check out here for more info.

Another useful slution for "unpowered" users: http://wordpress.org/extend/plugins/tdo-mini-forms/
(so they don't even have to get into the admin panel)

Ohhh very nice plugin Moshu, I think that would certainly be more suitable for Matt's situation than Role Scoper.
