I want to enable our “moderators” to use some particular plugins in our website

Unfortunately, this option is not available in this plugin http://wordpress.org/extend/plugins/capability-manager-enhanced/

Is there a way to control the plugin access per level?

If the plugin code enforces a distinct capability requirement, you can add or remove that capability using CME.
