I wanted my other posters (authors/contributors) to have the ability to edit the manual excerpt and add custom fields that my blog uses. I already have the "User Role Editor" plugin, but I can't seem to add these two options.

    Can anyone help me??

They are already there. At least should be. Every author/contributor can show/hide them himself.
Try to login as author/contributor, add new post or open existing one for edit, click 'Screen Options' at the right top corner and turn on correspondent checkboxes for 'Custom Fields' and 'Excerpt'. That's all.

ahhh, I thought there was something more to it as well... I wish many things weren't hidden like this.. It took me a day to find the network admin link! And as with the OP here, when a new user first logs in, it certainly appears they don't have access to things they need

You are not alone. I'm not newbie with WordPress but last week lost 'network admin' link and thought that I somehow lost super-admin privileges for that network. Finally, I remember where it is - only two weeks vacation and such confusion as result :).
