All pages (not posts) give 404 errors when viewed. I've disabled all plugins. Same results. On a different site, same permalink structure, pages can be found. Any clue what's happening?

    Hi,
you've started the right way when you disabled all the plugins now it's time to switch to the default theme to see if it's having trouble too...
Also after switching to the default create a new page and try to access it.
    Regards

No change. I switched to the default theme and created a new page. Neither the new page nor older pages could be found.

Compare the 2 resulting .htaccess from the 2 sites that you mentioned and see if they by any chance differ.

Update: I entered the WordPress default permalink URL for a page, it appeared and resolved to the correct URL. I then went into the backend and the pages are viewable.
