After l updated to the newest version l getting a error message on my webpage.
And l can not log in to my wordpress account to fix it but l can login to my cpanel . what should i do ?

update your theme. the old version of arras doesn't work with 3.2.1. it's covered on their website and quite a few other posts in the forum.

where do l go to update my theme if i cant get in to wordpress.

yes. get the theme from the theme developer's website. upload it to the wp-content/themes/arras folder
