Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.

however Not quite sure what you mean reseting the plugins !!

I was able to access all of the blog administrative menus and have deactivate all the plugins. But still no picturers can be seen on the blog
Do I still have to carry out the procedure described in the

First, try changing the permissions on the wp-content directory to 766. If you still have problems, try 767, 775 or 777. Once your uploads are working, change the permissions on wp-content back to 755 again and check that everything still works OK.

I changed to 766 nothing
I tried 767 and I got my layout template back but still no images
The same with 775 and 777
At this present time the folder rests with 0767
Should I be changing the folder or the folder and its’ contents? when I right click the properties?

Change all other folder to 755 and all files to 644.

After changing the all the folders and contents within uploads to 0755 all the images came back
