I've currently got a wordpress site but I'd like to add a community section to it. I'm think I'd like a different theme and layout etc. Is this what "Multi-site" means and how do I get started?

As of WordPress 3.0, you have the ability to create a network of sites (Multisite). This article is instructions for creating a network. It is very similar to creating your own personal version of wordpress.com.

If you JUST want a community section, you can use BuddyPress (yes, it works on Single Site installs).
