Advertising banner outside the theme (Fixed height and width)

    Can someone help me with a code so that i can insert a 160×600 banner outside my themes template? i want the banner to be on a fixed width / height and not float when the user starts to scroll.

    it would also be nice to also show the banner ONLY for resolutions above 1280x if possible
