Admin Top Menu Bar not loading

    Hello,

    Out of the blue this morning when logged into our wordpress multisite the top black admin menu bar is no longer loading. if I scroll to the bottom of the page I see the menu in a vertical link format. I searched support and attempted to change the theme, deactivate all plugins, rename plugins folder and am still have the same issue. Since I have ruled out the theme and plugins, what is the next step?

    it was something with the wp-includes folder. I renamed it and uploaded a fresh copy and it worked. I wish I had done it file by file, so not sure which file that did the trick as I needed to get it fixed and move on quickly.
