Admin Submenu

I’m trying to create a page that has general information on it aside from the dashboard. I want to create a submenu for it, but have had no luck edition the menu.php code. Does anyone know if there is a plugin out there that allows you to make custom admin pages with a submenu linking to it, or does anyone have any ideas? Any help is greatly appreciated!
