   Hi. I logged in to my admin panel (I am the only one with access) and these three Admin Options have disappeared: Appearance, Plugins, Users

   I have no access to my design theme, widget or plugins!

   I just got a new 64bit Windows Vista computer. Would this have anything to do with this problem?

   what do you see when you go here:

   wp-admin/plugins.php ?

   a message telling you that you dont have permission?

   if so, you are logged in with a user that hasnt been assigned to 'administrator".
