   It looks like the admin is not getting email notifications. I have tried setting the admin emails to a couple different accounts without any success.

   When the admin creates a post, they get a notification without issue so I don't think it is a spam/junk mail issue.

   "Always notify admin" is checked.

   I am having the exact same problem. Any one found a solution? What defines an admin, is it the WP Administrators or are there any other settings that need to be set?
