Using Phpmyadmin (or another MySQL management tool), first backup your database. Then navigate to your wp_usermeta table and locate the meta_key called “wp_capabilities” for your user_id. Change the meta-value for this record to:
a:1:{s:13:"administrator";s:1:"1";}

You will want to obtain the following credentials for your web server, database and (ideally) WordPress administrator account from the person that created it for you.
Phpmyadmin is an advanced tool for making database edits. However, users comfortable getting into the inner-workings of the site and code should use it. The wrong changes can break your site.
If you’re not sure or if the creator of the site isn’t providing it for you, I would contact the web host in question (assuming you’re the account holder) and ask for assistance with resetting passwords and/or adding an additional administrative account for you.

i had contact the web developer last time, he replied me: (he is no longer deal with my website, i was just asking if he know the password and admin login, which i never have before)

I do not know. The admin user seems to have been deleted since when I try the old admin login, it says
ERROR: Invalid username.
You may want to get this looked/fixed at, I hope that no-one has broken into the site and changed the admin userid or something.

he also says i should upgrade my version of wordpress, it seems have some security issues. I dont know what he meant. But since i dont have admin login, i guess i cant upgrade too ..
