Did you change the blog url?
You can change it back via the database if necesary.
If you’ve not changed any of the URL settings, it would be my guess that a file or two was missed from the upgrade, and in such a case, you’d just need to reupload the wp-includes and wp-admin folders from a fresh zip of WordPress 2.9.2.
Beyond that, the only thing i can think of is a plugin messing with the page.
The problem occurred before the upgrade, I only did it to check if it would resolve anything, but it didn’t. So you think it’s a plugin mess up? I think I’ve tried some visual html editor once, but it worked. This happened from one day to another.
Possibly, it could be a URL setting issue, a plugin or a missing file, it’s hard to say based on the information you’ve given.
Wow! I’m glad I did a search before posting my question, because I have the exact same problem. My admin page looks just like yours. And it no longer works properly. But as far as I know, I didn’t change anything or add any new plug-ins.
I hope someone knows how to fix this problem.
a jacked up admin area can be a symptom of being hacked too. A link to your site could help us look….

my site is http://www.doggyclube.com which seems to be fine, but when I enter the admin area, everything goes strange.
