In theory, yes - which is why you should employ your common sense when employing anyone to work in your site and ensure that you can trust them before giving them access to your site.

Short answer: you can't. They will need full admin access and possibly access to your site's FTP & hosting too.

If you don't give out your hosting and database credentials, you can always add your administrator rights back.
