How do I add RSS feed channels to my blog? Do I need a plugin?

Is there a way I can send out feed to someone else from my blog?

The hard-coded link to your RSS feed is "yoursite.com/rss" If someone else wants a feed to your blog, they'll just link right to that URL.

So if I want to add a permanent page with say a fashion a magazine feed I would do their URL with /rss if that is what their feed calls?

That's incorrect, actually. It should be http://yoursite.com/feed .

The "feed" is the important word here. If you want a specific sort of feed, you can also use these:
    http://yoursite.com/feed/rss
    http://yoursite.com/feed/rss2
    http://yoursite.com/feed/atom

RSS2 is the default if you leave it off.

Basically, you can add "/feed" to any page of your blog and get back a feed.

swcreations: Well, there's a lot of ways, depending on what exactly you want to do.

If you have sidebar widgets, for example, you could simply drag an RSS widget onto your sidebar and put their feed address into the widget.

If you want it in a specific place on your page, you could use code like the example here: http://codex.wordpress.org/Function_Reference/fetch_rss

In any case, this is different than what your initial question was. Your feed is different than other people's feeds.
