If you have single WP install - Go to dashboard menu > Settings > General and choose Registrations - Allow registrations and save
If you have WP multisite and you are the Super Admin - Go to dashboard Menu > Super Admin > Options and under "Registration Settings" choose between "User accounts may be registered" or "Both sites and user accounts can be registered".
