Have you tried creating a new top level category?
That's what I want to do but can't figure out where or how to do it.

Yes. I figured that out. To me that is not a top level category. If you look at the URL above, I consider a top level category you see entitled "Party Themes". And then if you add a category through admin/posts/cat you only get another category in the list below. Or am I missing something there?
If you want something like:
party-themes/mario/
make the new (Mario) category a child of Party themes.
I got it. I understand that I can make more subcategories of "Party Themes." What I want is an additional main category heading. So, I want

in addition the existing
http://www.creativepartyblog.com/party-themes/
I'm not sure of the technical verbage so I may not be making sense.

So, I want http://www.creativepartyblog.com/Breakout-of-ideas/ in addition the existing http://www.creativepartyblog.com/party-themes/
Then, as I said, create the new category using Admin/Posts/Categories and ensure that the Category Parent is left as "none". That's a top level category.

Yes.
I'm not sure what I'm doing wrong. I set up a Category Name with no category Parent and it just looks like a sub category to my top level category of "party Themes".

Hopefully that will look right when this posts but then when you look at the site, it does not show the subcategories properly. This is what that looks like:
Party Themes
* Cakes
* Decorations
* Favors & Hats
* Fire Truck Birthday Party
* Invitations
* Locations
* Misc.
* Theme Ideas
* Uncategorized
The way I set it up it should be:
/birthday-party-breakdowns/cakes
and then
/theme-ideas/fire-truck-birthday-party
But as you can see above all the categories end up under the original "Party Themes."
Could there be a glitch with the template I'm using?
