If I make my posts page on the home page, how can I create a welcome message on the top of the posts? I made a sticky post, but I don’t want it to look like a post. Thank you!

It’s not possible to have a welcome message on the top of the posts by default.
You will need to add your own customizations the theme in order to achieve it.

You should add your own custom css styling.
